Government energy efficiency starts with buildings that work. They operate efficiently, securely, and sustainably while helping government workers and agencies – civilian or military – better serve their constituencies and make their localities better places to live. Local, state, and federal governments are accomplishing these objectives despite budget constraints and at little or no cost to taxpayers. For example, by modernizing its wastewater treatment plant, the City of Rome, New York reduced its energy costs and water usage and attracted new businesses without any cost to taxpayers.
Meeting efficiency initiatives and mandates

Making buildings work with limited funding
Cities, states, and federal government agencies have tight budgets, and are continually required to do a lot more with a lot less. Fortunately, there are affordable ways to fund critical projects, such as energy savings performance contracts and utility saving contracts designed to deliver energy and operational savings that offset the cost of the improvements.
Performance contracts are effective financially and environmentally. Since the 1980s, more than 2,400 performance-contracting projects for Johnson Controls customers are delivering more than $9 billion in energy, water and operational savings. What’s more, Johnson Controls’ U.S. public-sector building efficiency projects are guaranteed to save more than $4.7 billion through reduced energy, water, and operational costs over the next 10 years.
Since January 2000, our customers have reduced carbon emissions by more than 13.6 million metric tons of carbon dioxide as a result of performance contract projects.
Government energy efficiency projects not only reduce energy usage and costs, but create jobs and stimulate your local economy. In fact, every $1 million spent with Johnson Controls on energy efficiency projects generates an estimated $3 million in new spending in the community. These projects engage local suppliers and sub-contractors – especially small, minority- and women-owned enterprises – to create more jobs and promote diversity.
